Description
This course provides an in-depth examination of the European Union’s external economic relations through the lens of EU primary and secondary law, as well as international trade law. It analyses the allocation and exercise of EU external competences, the normative frameworks governing the Common Commercial Policy, and the interplay between unilateral, bilateral, and multilateral instruments of external action. Particular emphasis is placed on the negotiation, conclusion, and implementation of mixed agreements, the operation of the Common External Tariff, rules of origin, trade defense instruments, and the constitutional principles of loyal cooperation and international responsibility. Contemporary developments such as the Carbon Border Adjustment Mechanism, the race for critical raw materials, and the crisis of the WTO dispute settlement system are critically assessed. The course combines doctrinal analysis with case studies of EU external trade practice, situating the Union’s legal order within the broader international legal system.
